Income tax in Wyoming
Wyoming's budget is dug out of the ground rather than withheld from paychecks. The total severance tax on crude oil, lease condensate, and natural gas is 6% under W.S. 39-14-204, while coal is split by extraction method — 6% for surface-mined coal and 3.75% for underground coal under W.S. 39-14-104. Part of that take is not the legislature's to spend: one and one-half percentage points of the rate is imposed directly by Article 15, Section 19 of the Wyoming constitution, and that portion is deposited into the permanent Wyoming mineral trust fund rather than the general severance tax distribution account. It is an unusual arrangement — a constitutionally mandated savings account fed by mineral extraction, standing in for the income tax the state has no need to levy.
